Lovely François represents a new generation of leaders poised to modernize public sector governance in Haiti. A young accounting and finance specialist, she is expected to assume office at the helm of the National Old-Age Insurance Office (ONA) early this week, amid heightened expectations for greater transparency, stronger governance, and improved administrative performance.
Her academic trajectory, spanning both Haiti and the United States, reflects a record of outstanding achievement. Educated at INAGHEI (UEH), Prairie State College, and Alabama State University, she has earned top distinctions, including summa cum laude honors and the “Student of the Year” award. She is currently pursuing advanced graduate studies in finance and accounting, further consolidating her technical expertise.
Professionally, François brings over five years of experience across accounting, audit, and operations management. Her tenure at Deloitte & Touche LLP provided her with exposure to complex financial audits and multidisciplinary team environments. In parallel, her involvement in financial literacy initiatives and her entrepreneurial ventures in Haiti have strengthened her leadership, operational, and strategic decision-making capabilities.
Her appointment signals a deliberate policy orientation toward competence, generational renewal, and female leadership within public institutions. Leveraging both local insight and international exposure, she advocates for a management approach grounded in rigor, innovation, and professional ethics. The central challenge of her mandate will be to convert this accumulated capital into tangible reforms capable of restoring institutional credibility and delivering improved outcomes for ONA stakeholders.
