Ce budget s\u2019inscrit dans un contexte marqu\u00e9 par des d\u00e9fis s\u00e9curitaires, institutionnels et \u00e9conomiques.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La&nbsp;<strong>s\u00e9curit\u00e9 publique et la d\u00e9fense nationale<\/strong>&nbsp;constituent la principale priorit\u00e9. Une enveloppe de&nbsp;<strong>73 milliards de gourdes<\/strong>&nbsp;est destin\u00e9e au minist\u00e8re de la Justice et \u00e0 celui de la D\u00e9fense, notamment pour soutenir les op\u00e9rations de la Police nationale d\u2019Ha\u00efti (PNH) et des Forces arm\u00e9es d\u2019Ha\u00efti (FAd\u2019H). Ces ressources doivent \u00e9galement financer le programme P-4000, qui pr\u00e9voit le recrutement et la formation de 4 000 nouveaux policiers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le gouvernement pr\u00e9voit aussi&nbsp;<strong>8,6 milliards de gourdes<\/strong>&nbsp;pour les d\u00e9penses exceptionnelles li\u00e9es au processus \u00e9lectoral et au soutien aux partis politiques. Cette enveloppe repr\u00e9sente une hausse de 2,7 milliards par rapport au budget rectificatif 2025-2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Par ailleurs,&nbsp;<strong>168,6 milliards de gourdes<\/strong>&nbsp;sont consacr\u00e9s aux d\u00e9penses de capital, dont 147 milliards pour les programmes et projets. Les autorit\u00e9s indiquent vouloir ainsi soutenir la relance \u00e9conomique, la protection sociale et les investissements publics, tout en maintenant la discipline budg\u00e9taire et les
